Are Residual Memories still obtainable? I mostly missed this event, but still want to collect this currency if it is possible. If not can you Blizz pls make it possible? Thank you!
They were part of the prepatch event, so no, like you can’t get Argent Commendation from the SL prepatch event
And what good does the currency do you when the vendors for that currency no longer exist? 0.o
The event is over, and has been for months, sorry, but that´s just the way it is. . There´s no point in making time limited events if they all have to last forever just so people don´t compain months or years later about not being able to get the rewards anymore. 
It´s not that I´m not sympathetic to your issue… I would also like to reaquire the undead slaying set from teh Wrath Prepatch event on my paladin, as I vendored it before transmog and void storage were a thing to make room in my bank. But the event is long over, the gear is gone and never coming back, and I´m just going to have to live with that. 
They do actually. At least the one in the Dalaran portal room, and I think I’ve seen the guy in Dragonblight too. So technically if you still have the currency, you can Warband it around and buy stuff. Most people probably burned through most their currency and got what they could/wanted before the end though.

Ah, Ok, I truly was not aware of this, I assumed that since the boullion venders were removed (and that I did find annoying, but it´s my fault for not spending them earlier on the crafting army) that the ResiMem vendors would have also been gone when the zones were reset to pre-event status on TWW release.
Good question. The trader is up and a couple of weeks ago I saw the event at 100% in dragonblight. But you can only be sure if you visit those places and see it for yourself.
Depending on your world state/Chromie time, the counter’s always there. Probably always will be as I don’t imagine they get enough or persistent enough bug reports to bother fixing it, it takes overwhelming pressure for them to even acknowledge glaringly obvious things as it is.
