Why they can use that btw?

Because they got an earth elemental earthquake legendary, and a conduit that increases their HP while earth elemental is up. So they enabled it in PvP, because otherwise those would become a real problem for shamans, since swapping conduits wasn’t even going to be a thing you could do as often as you can right now (which is thanks to the resources they put in for swapping conduits, after people complained about it). And of course, it’s kinda annoying to craft more legendaries.
You know, just another typical example of PvE dictating PvP designs.
I know, but going as 2 dps against them is just pure cancer…
