Restored Coffer Keys not dropping from caches?

I currently have 5 restored coffer keys (haven’t used any), but I don’t seem to be able to get any more.

I looted my first radiant cache of the week today, as well as my third Seasoned Adventurers Cache from the special events in each zone, and neither of them rewarded me with a key (the tooltip says that the first 4 per week should reward you with a key).

Am I bugged, or is there a cap of some sort?

Cap is 4 keys per week.
The 5th you got by completing world quests, you got fragments which turned into a key after several quests I assume.
So this is the current design.
