Retroactive quest/transmog unlocks still not working!

" * When quests are completed, all appearances from non-cosmetic item rewards will now be granted, regardless of if that particular class can see or choose them or not. This should apply retroactively to all quests previously completed."

Did Felwood with another Char. Started leveling my alt there. Suddenly, I am unlocking a ton of different transmog. The same with every other zone. It seems to work when you do it again, but not retroactively as promised.

They said we’d have to log on every character first who did the content. Have you tried that?

I have logged on every character (and both my Loremasters) and they still don’t unlock everywhere. There seems to be an issue with the later expansion mostly, but I can find zones in old expansions where it has not worked as described.
