So, i am a player than returned after phase 2. Leveled up to 60, tried to take some gear etc. etc. Well i was looking at the reals shop checking it out, and saw the ranged version of hands of justice in a shop. Thought i would see the melee version but no. To me that i have no guild or a group of players its impossible to spam runs in BRD since nobody wants to run it. MAYBE 1-2 runs per day, and thats a big maybe. You could at least move it back to Angerforge and let us solo it. i wouldnt mind farming it but its impossible nobody goes there. Even though its kind of unfair move for one to be in a shop that you can purchace with coins and the other requires farming the whole damn BRD that casually takes more than 1H if u manage to run it… (sorry for my bad english : ) )
When i que up for ubrs, lbrs and brd, guess wich one always “pop” first…

I guarantee if you make a group it will fill up fast.
You can go to the emperor solo but it’ll depend on your class.

Rogue, shaman, druid, paladin, warrior, hunter?
Paladin but im not that geared…
Ok first you must be tank.
Second you need the brd key to open the gates.
Then you need to collect T1 6p tank + shoulder enchant guardian.
Now if you’re cautious you can go to the emperor solo easily.
I do try to make a group but every dps (melee) needs HoJ or the tanks. I am a dps my self…i do manage to make 1 run per day, maybe 2. Just didnt get lucky yet with the drop 
As I said above if you have a secondary tank spec + T1 6p tank bonus + guardian enchant on shoulders you should be able to go to the emperor and solo him.
So a group won’t be necessary.
