Hi I’d like to unlock the dark Ranger Blood Elf skins I’ve taken a variety of toons there and the starter NPCs are not available. Is must have completed shadowlands one of the prerequisites?
The starter NPC (Genn Greymane /Calia Menthil) is in Oribos in the Covenant Area
I don´t know if you have to have completed the Shadowlands campaign to speak with him, but the actual quest chain starts there and then sends you to Tirisfal 
BTW, if you do it on a hunter you also unlock the dark ranger transmog set which can then be purchased for 1k gold. Other classes will IIRC still get the race customizations and “of Lordaeron” title, but not unlock the mog. I seem to remember some people cheesing the whole thing by just creating a Hunter “test character” and doing it with that…
That said, the comments may have more accurate /current information, as there may or may not have been changes made in the 4 years since it was implemented 
Once you reach lvl 70 you can do a quest here. For Horde you get it from Calia in Orgrimmar.
Just read the wowhead comments, yes, apparently for horde Calia has relocated to Orgrimmar since DF.
When even your own undead NPCs don´t want anything to do with the Shadowlands, that’s how you know you screwed the pooch with that expansion, hahahaha
