Returning player, Legion artifact weapon question

Hello,

I stopped playing before Argus was release. Now I am back to do BfA before Shadowlands trivializes it as WoW expansion usually do.

So I started figuring out how things were working, and found out that the Artifact weapons system was changed. I did find a vendor who would sell item level upgrades for Legendaries, but can’t seem to find anything about the artifact weapons themselves.

So my Titanstrike for instance is item level 183. The only way to increase this stat nowadays is through the 3 Artifact Relics at the top? I know it will be trivialized within the first couple of levels in BfA, but I’d like to play the few bits left of Legion as they were intended.

Not really since to my knowledge the relics were nullified, traits wiped and AP was removed. You can only slightly increase the ilvl with relics, but beyond that the artifacts have been reduced to stat ticks only meaningful for 100-110 leveling.
