Can’t turn in the quest. Taelia is not on the Hill. Her griffin is, but not she.
Tried abandon/redo quest 5 times, untrack/track, join arena, everything else found in Internet.

This can happen when there is a World Quest active and overlapping the area for the turn in.
I realize you may have leveled past it already by now, but if you do want to head back to turn it in, you should be all set now. Or if still needed just complete any nearby WQ or wait for it to rotate out.
