You have the achievement for reaching rival in BfA season 4, though. It’s in your feats of strength. When it comes to the general achievement in the pvp section… I don’t know, maybe they give it to you after the season is over?
No, you get them instantly because you are able to chose the Rival title from your title tab.
Sometimes it can happen that you get the achievement later after logging in again. Otherwise you should prolly open a ticket.
