Hunter. Rogues are mediocre ( Outlaw ), PvP oriented ( Sub ) and useless ( Assa )
hunter, you aren’t a melee then or a trash dps with 0 representation in world first raid and being used as niché crit cheese in M+
You kinda asked two questions there. Playing around with a Rogue alt for even more casual content than my Drood tank, my experience has been:
For Fun?
Definitely Rogue. It is a personal preference, and it has been one of my main played class(-es even out of WoW in other games) even when it was in its lowest iterations and will always remain that way because I enjoy it more than just the numbers it pulls off.
For Better?
Unfortunately hunter. Again, personal thoughts but Ranged is king this expansion and Hunter has at the moment one of the biggest and best kits on them topped with with strong DPS (if you’re MM that is) for burst and sustain. Mistakes are easily excusable and is very easy to maneuver and adapt.
You also have an optional stealth to skip packs with your group and utility that almost ticks everything you could need to make Mythic+ easier.
…(but even then, I still prefer Rogue)

Hunter is Scaling really bad… so on a powerlevel bases to be future proof rogues the better option.
On the side that actually matters:
Decide if u wanna be melee or ranged, it’ll give u a immediate answer to ur question.
