After completing the quest, no cinematic is played. I get a loading screen and am put on the bottom of the mountain without context or explanation. Very annoying. I have tried abandoning the quest and replayed it with the same bug. Can’t find the cinematic on YouTube either.

Can confirm, same issue for me too. All cutscenes prior to Rook Rally played. But starting with the one after encouraging the Rooktender, no cutscenes played. Realised one should have also played prior to ‘Titanic Failsafe’ but nothing did. Only on reading the quest text did I realise I should have seen something happen, that wouldn’t have had me as confused contextually.
All Addons disabled. Restarted my PC. Reloaded my game and Bnet, etc. Tried everything when I tried to get the Rook Rally cutscene to play, and nothing worked. So I decided to be salty and annoyed and just watch them on WoWhead later.
11/10. Small Indie Company strikes again.

For me it played, but without audio. And after that, voice audio was broken and required a restart.
Same for the cutscene from “The Edicts” quest.

Same for me. Completely broken.
Yeah, cinematic played but then all NPC voices just stopped.

Same for me. The cinematic played out without any voice acting. After that however all NPCs I interacted with no longer had voice acting on them. Very strange, never had this error before. Not sure if worth mentioning this, however during the Rook Rally quest, near the end when you need to help the stone lady, once I clicked the option to help her, I got teleported to the city and then the cinematic started (so I had 2 loading screens).
I had the same issue and sent a bug report.
So today the cinematic played and I was very happy! Until I noticed that it has no sound. I guess I just have to wait a week until they have patched the game so it’s playable. 
Same problem here. Frustrating since I’m really enjoying the story!
Same here. It sadky very annoying to see that the bug is sinds the beginning and no reply from blizzard devs that they fixed that soon as possible.
