Way back one of the RP servers had an initiative using Amber Mill for an Alliance settlement, maybe The Sha’tar? That was a fun old time. Dalaran aligned yellow mages, had a few buildings and fields whilst being tucked away in somewhat of a corner. Unsure if there were any Horde quests there, but I don’t remember bumping into any there while I was around.
Perhaps moving quite far forward into the future this could be an area to flesh out too!
There’s one small Silverpine Forest chain that has two quests there, if I’m not mistaken.
Ambermill is a bit of a gloomy place to hang out, but given its neutrality, it is definitely a good option to consider! Good call.
Ambermill and Dalaran weren’t neutral during Vanilla. That only came to pass during WotLK (or maybe TBC)
I heard that there were some really sick and super cool plans to have an RP hub established in Southshore a couple weeks into classic, after the leveling spree was over

The Shimmering flats in thousand needles is a good neutral place. I recall the Sha’tar had the yearly picture moment, because it also has nice stands that allow everyone to be visible.
The raceway is awesome place anyway, and little hostile mobs, so it’s also level friendly.
Like that old cliche “it all starts with you”. I weren’t around for launch of vanilla, but I remember the creation of the RP scene in GW2. It was small guilds or even small groups who occasionally would hold events. Stuff like “The Rumor Mill” were created, where you posted on the forums rumors about your character that might circulate, 3 different bars that had some semi competition and some rando who wanted to do a magic show or something. Now each of these things in themselves don’t do much in the grand scheme of things, but it helped set the stage and connect people. I think in the early stages, it’s kinda a “throw stuff at the wall and see what sticks” situation. Obviously be lore friendly, but initiatives needs to be taken. Maybe it will work, maybe it won’t that weren’t so important as to just see people out and about doing stuff and trying out things. It’s like being in a newly created guild but on a massive scale. Fun times.
I do think it’s to be expected that it will take a month or two before things really kick off though. Still I’ve seen people about and some advertise their RP guilds.
Gear and gold is also harder to get by in Classic, so for that cool transmog idea, well you might need to work a bit harder than you are used to. I have a feeling I’ll be in that boat at least.

We don’t need a ‘Roleplaying Community’. Roleplaying should be decentralised to a Guild level at most. Any two individuals can strike up random Roleplay. Forming a centralised ‘Community’ around Roleplay has more down sides to it than benefits. Just look at that RP realm that shall remain nameless.
If a group larger than a guild wants to get together, then those two guilds sort things out between themselves, then go their separate ways afterwards.
For this to work, we obviously need to encourage random players who aren’t in a guild or our guild, to join events hosted by guilds.
The Argent Vanguard for one welcomes all random people that wish to Roleplay, but don’t want to be part of a guild. Just hit us up.
Don’t wait for others to start Roleplay. Start it yourself. This used to be the golden rule of RP back in Vanilla days. We need to resurrect it.
For as often as I agree with my wonderful guild leader, we still have a few minor differences of opinion from time to time.
I find the word “community” can be interpreted both negatively and positively. “A community”, as in a select circle of people that ordains what flies and what doesn’t, and who decides who belongs in that community and who doesn’t… that’s a toxic breeding ground for elitism. Can a small circle of friends play together? I don’t see why not.
However, in the spirit of positivity, I choose to take “community” as a word at face value - as the exact opposite. When this server develops a “sense of community”, that simply means a feeling of togetherness. We are all, by default, part of this community, and we are building it together.
As is said in the server’s discord, we leave all past baggage at the door. This is a fresh start. There will be no cliques.
So next time you’re waiting for the Deeprun Tram, strike up a conversation with the gnome next to you. Go stand on a bridge and see who shows up. Have a drink in Darkshire. Meet people. Have fun. We’re all here together.

I recently came across Chillwind Point, a small troll ruin by the river between Hillsbrad and the Western Plaguelands in the Alterac Mountains zone. There’s exactly one NPC there, a friendly troll who gives out a few warrior quests. It’s a nice and quiet area - the only mobs nearby are neutral turtles in the river and some mountain lions wandering at a distance.
I was also reminded of the Twilight Grove in Duskwood. Now that the dragons of Nightmare don’t spawn yet, it’s an empty zone that’s nice to hang out in. Say you all wanted to get together for a server-wide boozefest, those are some nice locations where mobs won’t disturb you.
The regular Brewfest area outside of Ironforge should still also be an option if people can reach it - to the best of my knowledge, it really is an empty field.
Moonglade also used to have an annual event here for similar purposes.
