Same. I have 1 last upgrade for Maiev and have the foil in my bag but I can’t use it. The quest giver is only offering me the Find a Rumble Coin quest.

NVM. Turned off my addons and relogged and it solved the problem 
Seems like the foil upgrade quests disappear once you do the q on the other faction.
Now i got 3 foils left that i cannot use to upgrade the remaining toys with any char at all.

Would be nice to have whatever everyone is missing mailed if nothing else works, I know someone got a missing toy and foil that way, or atleast claimed it happened.
I’m one foil short on Maiev due to the game fooling me into completing the first upgrade quest twice.

This would be extra easy to solve - send every player who did X number of rumble achievements a free foil on the house to use to upgrade whatever.
But that requires some good will from Blizzard.

This happened to me aswell, except I DO know the last foil bugged out.
My bf and I collected all coins and 13 foils, and we handed them in to the machine. Everything went well, we received the minis. First I could not use them, but a cache delete did the trick.
After we handed them in, we realized we missed 1 foil, becase there are 3 foils in the Waking Shores. We collected the last one (the 14th), handed it to the machine but upgrade did not happen. Used all foils, and missing only gold upgrade for Sneed.
Well … I’m missing out on one. I guess I accidentally destroyed the first Rumble Prize Box while cleaning up my bags. Wasn’t able to place it down though, thought it might be bugged :-/ #ripachievement.
Got all toys and achievements but for some reason quest “Find a Rumble Coin” keeps showing up on all my 60+ characters again. Of course I did that quest and there is no more coins since I collected them all, so I can’t finish it again. What a joyfull event. Lots of “fun”.
My Whelp Egg isn’t in my Toy box though I have all its achievements.
My Maiev doesn’t have her second upgrade although I had 1 foil left in my bag which I used on her. I don’t have the 2nd upgrade noted on my achievements.

Stop mailing the same thing all over again three times in a row
wouldn’t hurt to reduce some of the automatic popup annoyances because logging on in Valdrakken feels like entering a casino

Same for me I have 1 foil left in my bag and I am missing 1 upgrade on tauren but I dont see any quest to upgrade the last rumble.

While the fix is still being cobbled together and will need testing after that, we do have an in-game solution coming for this, and so there is no need for affected players to send in tickets to get restorations.

Glad to hear they are working on a fix.
I know my problem with this event because I could see exactly which 2 foils despawned when I tried to loot them!
TBH Im used to this issue though as I frequently have boxes or loot despawn before I loot them in this expansion.
I bugged mine when it first started - I was in orgrimmar and saw the machine and found the first coin and foils, used the first coin - couldn’t work out how to deal with the box initially, then got the quest. Managed to get all the way through … lost a foil in Valdrakken when I used it in the machine and nothing happened. Got the foil back in the mail after a relog. Had to relog several times to force things to work and in the end had one foil left that I couldn’t use for some reason.
So went to Orgrimmar, as that’s where I first started using the machines … and it worked. So might be worth checking an alternative machine too.
Just adding my 10 cents here that I am experiencing the same issue.
I’m currently missing [Warcraft Rumble Toy: Sneed]
I’v collected all Coins & Foil, managed to get [Warcraft Rumble Toy: Murloc] twice, and stuck with one foil left in my bags, for the looks of me with all locations collected I’m missing one coin and one foil
It’s fixed for me now! Yay thank you so much! So if anyone had the same problem as me, I used all my foils and one toy didn’t upgrade to gold. Right now I just clicked on the machine in Valdrakken, and I got foils! I went to the machine in Stormwind and I can hand in the quest to upgrade my remaining toy and it worked! Got my upgraded toy and finished the achievement woo!
So if anyone is missing foils, click the Valdrakken machine for the amount you need to upgrade the missing toys, and go to your main city. For me it was Stormwind but I guess the Orgrimmar one should work too? Not sure, I can only speak for what happened to me now. Hope it helps.
