It there a bug when trying to buy Rune crests with Weathered crests? I’m able to do so with my Horde characters but the option is not there for my Alliance. Thanks
It goes Weathered > Carved > Runed > Gilded.
The upward conversion becomes available at the point when all your equipped gear is at the point where you need the next crest up to upgrade. Iirc, Weathered > Carved is all equipped gear at 597, Carved > Runed is 610 (edit is 606, not 610 see poster below).

^^ This is 100% correct, except that the carved → runed level is 606, not 610 
And just to clarify, this is not account wide but char specific… If you have a full 636 Toon, you DO have the cost reduction for all of the chars on your account, but they cannot themselves purchase for ex runed crests with Carved if they still have a 597 trinket equipped, even if everything else is 626 or higher. Faction plays no role in this
