So I just logged in and had 56 Runed Harbinger crests all of a sudden.
Thought that delves must be bugged since I only ever got 2 crests from my first tier 8 delve.
Guess they must have hotfixed to retroactively give all the crests i should have gotten across my +20 tier 8 delves I have done this week.
Not seen a single mention of this, but nice change.
Got some crest as well and i have no idea why.
79 for me, strait to the weekly cap. Probably delves indeed, as this is what I was doing most of the time.

Update: My other character got her crests.
Given that they came in 5 transactions, may be related to azeroth memories as well, as I did exactly 5 of them this week.
Should be something delve/openworld related, as except delves I just did 2 m0 dungeons and 2 bosses in LFR this season.
Is the cap 90 next week too? Does anyone know?
I got 8 on my shaman that had only done 4 runs yesterday and nothing more, but my druid and evoker got nothing although they have done more than 16 runs each.
Me that i have like 50 Delves (Doing 9-10-11 ) with this char and got Zero:D /cry me 
I was already at the cap (raid and delves).
Surely it shouldn’t count to the cap if they’re hotfixed in from a previous week
Tier 4+ were not available last week.
Ah so there ones that were missed this week and then added to the cap.
You also got gilded crests if you opened a bounty chest. Got 9 along with the runed ones as I logged in. It is from delves.
Gilded crest is from the Delver’s Bounty T8 map chests , not the normal T8 bounty. Just to avoid confusion.
Still not solved and still no response from Blizzard. This needs to be fixed asap.
At least for me I got all my crests back, and 2 crests drop at the end of delves since.
