Can confirm. Did a quick test and it does happen. 1920X, Vega 64, 3440x1440 mode 7, 32GB RAM 3200MHz quad channel, NVMe SSD:
Entrance to Great Seal:
Average framerate : 104.7 FPS
1% low framerate : 87.6 FPS
0.1% low framerate : 77.7 FPS
And around 140 FPS in more GPU bound scenario when flying down to the port.
Rustbolt:
Average framerate : 56.9 FPS
1% low framerate : 51.3 FPS
0.1% low framerate : 49.6 FPS
GPU load seems higher but it’s not capped.
Looking at ProcessExplorer in Rustbolt there is some constant I/O activity (which I rarely see in WoW, like when racing around Dalaran):

Looking at frame timeline in Radeon GPU Profiler there is ~double wavefronts and double threads when compared to Great Seal (and the framerate is half so somewhat matches):
