Sanctified Wrath holy pala broken?

Avenging Wrath now reduces Holy Shock’s cooldown by 50%. and its duration is increased by 25%. it increases the duration by 5 seconds, but does not reduce the shock cooldown when I press the wings. Why?

Yeah, 7.1s while I have 21% haste and after use Avenging Wrath it’s 6.9s

You just received a 2 or 4% haste buff from herald. This talent did not reduce CD by 50%, it is broken
