Its a retcon like twilight Highlands.
Gilneas for example was always there,if we look at the old wc 1, 2 ans even 3 Maps we see the peninsula, or they got referred or mention elsewhere before they released the full zone with cata (technically it was there in classic to but was a a little bare strip of land)
It’s like lorderon. What we have right now as ruins is nearly enough for the kings palace.
Where is the rest of lorderon city?
If we ever get a rebuild lorderon even just a bit we would need to rescale the zone or it would look stupid
Well technically there is no fair trade for any city, because each of them fill a very specific aesthetic that is unique to their faction alone. Silvermoon and Darnasuss were the 2 elven cities but look at how different they were to one another.
Anyway I am more and more starting to believe that Silvermoon will not be the central HuB for whatever reason and we will get Gilneas and Lordaeron.

There is no realistic way for that to happen. It is supposedly the centric zone to Midnight’s plot, so it’s fairly cut and dried that both factions will be there.
Also humans (or ex-humans) having to save the elves again would be funny.
Part of Suramar already became a neutral for both the Alliance and the Horde.
Therefore, unfortunately, they will most likely end up making Silvermoon a neutral zone.
Imho, NPCs of Silvermoon should be neutral towards the Allaince players. (Yellow colored) If attacked they will attack you back.
But it is 2025 no violence allowed.
Source? Metzen said we returned. They didn’t say we stay there. The logistical problem is that it is 3 zones who are so much smaller then every zone in modern expansions. I hold my money on an entire new continent because that is what Blizzard always does.
No one wants starter zones being endgame content. Ask the night elves. They know those updates suck hard.

Suramar isn’t a real hub yet. Most of the city is still full of hostile mobs from Legion. Only the Nighthold is accessible for Horde players via portal.
Nighthold+Garden became neutral zones.
I believe they are preparing for Midnight.
I do, so that claim falls apart rather quickly. 
starter zones and race capitals should not be touched.
You have Stormwind. Silvermoon is not your home.

The funny thing is, Metzen never said we are going to Silvermoon. He said we are going to defend the Sunwell from an attack of the void. The Sunwell is not in Silvermoon, it’s in Quel’Danas, which is a separate isle and is already neutral. Having Alliance players there won’t be anything new. Blizzard just needs to add a new portal to Quel’Danas to Stormwind and the Alliance hub for the expansion.
