Scaling from low level to high level

When warmode just launched with prepatch low level players were scaled up with high level players (level 75 players could beat 110s). I've just started leveling a new character through pet battles in kul tiras with warmode on (bonus experience for no bonus effort) and any 120 horde I come across oneshots me by ridiculous amounts, but not to the point where I'd say there's no scaling at all.

Does anyone know how this works?
I wish that level scaling worked across all levels. Would make things more...interesting.

Plus I imagine ganking lower levels after reaching 120 will get old. I’d rather have the challenge (if I ever bother to level that much).
I'm not sure what do you mean by scaling but it seems that differences between levels 1 to 110 aren't that extremely high. However levels 110-120 seem to have bloated stats again so finishing them off, even with couple of well equipped low level players seems to be impossible (which is a bit of shame).
Scaling only applies to 110-120 bracket.

Furthermore, 110-119 was recently hotfixed to deal LESS dmg against people who are 120. So 110-115 don't stand much of a chance against someone who is 360+. 115-119 can do a bit better.

Let me make it clear, I LOVE scaling at 120 between max level players because it creates a more fair fight betwen players that have earned their level and gear (and my main is a good high item level). It means I don't crit someone just in 1 hit, whether they are 330 or not. This is exactly what world PvP should be and they've finally introduced a system that I feel works superb.

I cannot say the same experience for lower levels. I don't believe scaling should apply at all to 110-119 because you haven't earned 120 neither have you earned any raid gear or anything else. It feels a little flimsy to get beaten by 114 when you are in top raid gear for the tier or at least good raid gear.

For that reason I believe it should only apply to 120.
