Quest “Scarab Scouting” is still bugged and has been since release. Just providing an update saying that its somehow MORE bugged than 3 days ago, the dirt piles dont spawn at all now. I advise anyone affected to reply and/or make your own post, as the more attention it gets, the more likely blizzard is to actually fix something that is on LIVE servers.
Sadly I got the same issue…
There’s a 250+ comment thread on the US forums about this, as well as several here on the EU forums (one even with a Blizz response, saying they are aware of it).
Probably wont get fixed until Tuesday/Wednesday, if that…

I have found the solution, at least for those of us who have an alt that’s at least level 70 and ready to go into The War Within or is already in the new area.
Do the missing or bugged quest on this alt and voila: you have the achievement!
Just did both roadblock quests on an alt (A Titanic Expedition for Sojourner of Isle of Dorn and Scarab Scouting for Azj-Kahet) and had no problem with either of them starting or completing.
