The schematic was said to drop from Sunfury Archers, after killing a few hundreds it has yet to drop once, also nobody seems to have it. Is it not yet active in the game or is it a bug ?
Will probably be added to the game alongside Zul’Aman since it was added in 2.3 back in TBC.
