Heya, just see some have problems with nVIDIA and screen tearing and want to ask for my problem and AMD RX580. Before full screen gone on my RX560 and vsync on, I don’t have any screen tearing.
Now on RX580 and vsync off is really terrible, just for test. But also vsync on have tearing from time to time, specially when rotate camera to look left or right. I look in framerate and they stay fixed 60, but tearing shows up.
I am sure there can be some mix fix for new windowed mode in driver and wow settings that can fix issue, so if someone had that problem and fix it will help me a lot. 
Monitor is a bit older, don’t have any of new sync options or AMD freesync for example.
Open up your Radeon driver settings on the bottom left click the gamming tab then click the global settings tab on the top left, where it says wait for vertical refresh change that to enhanced sync then where it says frame rate target control enable that and set it to your monitors refresh rate see if that helps any.

you shouldn’t be getting any screen tearing at all! are you sure the monitor lead is plugged into the card and not an onboard graphics port? I’m on a RX570 and getting 80-140 fps everywhere with full settings on a Vista-era widescreen monitor!
Before Windowed mode, in normal fullscreen also to note older RX560, I don’t even make any change in AMD Driver and things were perfect. Now it seems Windowed mode need some love and tuning. Will see in 8.1.
Idea from @Allnon things fix issues for now. What I do is:
Anti-aliasing mode - Enhance app settings
Anti-aliasing method - Adaptive multisampling,
WaitForVerticalRefresh - Enhanced Sync, I were read, when use Vertical Refresh always to enable OpenGL Triple buffering and finally
set FrameRateTargetControl to my monitor 60Hz to 60FPS.
I hope this can help to someone else with older monitor and no Blizzard Help
