The Scroll of Arcane Power I (+1% crit chance) does not stack with Spark of Inspiration. While Spark of Inspiration is active and the Scroll of Arcane Power I is activated then the bonus +crit chance bonus from Spark of Inspiration is nullified and only Scroll of Arcane Power I bonus is active.

If you report this in game could you also report the bug where fingers of frost (rune) only procs at the same time as frostbite (talent), they should really proc independently
I have a feeling that one is actually intended and not a bug. I hope im wrong
