This quest seems bugged. I managed to complete the quest and obtain the “forged Seal of Ascension” but when returning to Vaelan he doesn’t offer the option to hand in.
sorry this was my first bug report on the forums and i didnt realise I had to choose a character… This is the toon i have the quest with
so i tried abbandoning and retaking q… he doesn’t offer it at all anymore! :<

OK i resolved this myself… you need to re-grind the unadorned seal as well as have the forged seal in your bag. Definately a bug!
I have done this q many times and the seal should count as the previous version after being upgraded via the quest line. It appears it isn’t.
