Is it possible for a complete pvp noob to get the basilisk mount this season?
What is the best way to achieve this?

Yes it is possible for someone without much experience yet in PvP to achiev this goal. Keep in mind to do so you need to be playing at 1400 ratting or higher, which is quite easy and the games at around this rating and very laid back so no stress 
the fastest way is by doing 3vs3 but although is the fastest can also be the hardest considering you need to find 2 players to join you and the arena games are a bit more chaotic, more stuff happening and all that 
normally 3vs3 takes around 70 wins at 1400 or higher.
now the more chill way to get the mount is by doing 2vs2, ask a friend to join you and off you go this method takes around 100/110 wins above the mentioned rating. And remember, this method is a bit slower but you still have a good 3 months of season, no stress.
