Hey guys, i’ve heard Second Wind talent got reworked, there is now bonus healing when you get under 35% hp right?
My question is, does the healing works only out of combat or in combat aswell?

That’s Battle Scarred Veteran from Prot (Capstone) not Second Wind.
Second Wind only heals you in combat for a % of your max health while you’re under 35% max hp but doesn’t grant a healing bonus. Otherwise it heals you when you have not taken damage for 6 sec (so out of combat)
The other related talent is from Colossus Hero Tree, Veteran Vitality which heals you for 12% Max HP when you fall below 35%
Personally I think Veteran Vitality and Battle Scarred Veteran are both not good nor needed, as Prot is already the toughest tank on the roster and has other on demand cooldowns that can save/help you dangerous situations.
