Hi, Outlaw rogue got the items needed for unlocking the secret artifact skin. The quest is meant to start in Stormheim been their and did all quest line but the npc is not in his designated area he is on top of a mountain and no dialogue is given when you click on him. Did anyone have this problem if so please help.
