To obtain the secret tint do i need to complete the class order campaign? Going for the corrupted remembrance and don’t want to farm all the rep for “Uniting the Isles” if I don’t have to

Im not quite sure it depends on class , probably shouldnt . So u dont need to do anything pretty much.
On my warr i wanted hidden artifact, and it had a chance to spawn in cave , once per day , so i was creating trial warrs till i finaly got it in cave ( took me about half hour) . Once i had it in my bag, on that char i went into class hall, made little bit of progress to unlock weapon ( like 10 mins) and it unlocked that appeareance for all warriors on my acc.

Nope, just farm the books and do the quest line. No rep or class campaign needed.

you need to do the balance of power questline which aint account wide sadly and its timegated for ~2 weeks with the raid parts
also u need to do legion rep grinds for it which is perhaps the most dull thing to do on old expansion farming dungeon 2 min per run for 150 rep over and over etc
and then finally you need to unlock 200 wq and kill 1000 players etc while wielding the tint of the wpn, thats how i unlocked my 4th tint for priest hidden mog and the 200 wq and rep grind and balance of power now done from sl/df was pain 
its also the same for most druid forms, imagine if someone new wants to have those cool legion forms now he has to do all this 
no you dont you just need do the appropriate stuff to get the hidden skin

well this 4th tint of cool priest hidden mog needed all that and same with my druid purple tiger skin
pure hell to farm all of it from current expansions
