The Owl statues in azsuna do not have the glow around them. I’ve done all steps from before and have 6 Orbs active. I tried to just go into the dungeon and did all the steps in there instead, nothing helped. Blizzard Support could not help. Just as a note: I do have the warden owl pet and flied around the island and visited all 9 altars.
Dont know if you found out yet, but you have to fly around a few times. Its quite annoying. Dont know the pattern. Spent around 40min till i got all
