Sending Battle.net whisper API

Hello,

I’m currently using SendChatMessage(MESSAGE, "WHISPER", "Common", v) to send whispers to a certain list of characters that I selected.

How can I send a Battle.net Whisper to someone in Battle.net friends list in a similar fashion ? ( using their name of battle.net tag )
