I was wondering if there is a way to separate the dragonflight action bar from everything eles? I don’t like how it overtakes my main bar, I’d prefer it to pop up above all the others. If its not possible in-game, does anyone know any addons that can do it? Thanks.

Just go to Edit Mode from the pause menu. You can drag it, I think.
I can drag the main action bar, yes, but I want it so the dragonflight skills don’t scroll on my main action bar and replace everything when I mount, I want them on their own separate bar that I can move somewhere else.

Can’t believe they haven’t put in an option to turn it on/off atleast.
The Vehicle [Sky Riding] hotbar replaces Bar 1 [the default hotbar for your abilities using 1, 2, 3, etc. Hot keys].
Just remove Bar 1 and use the other Bars if you don’t want it swapping about.
Another solution, that involves a bit of work. If there is a bar that you want to be able to place and use for dragonriding actions, for example Bar 8.
Mount up on your dragon. Bar 1 is now overtaken with Dragon riding. Manually move (drag) each action to where you want them on Bar 8.
In order to retain your normal actions that you want on Bar 1, you need to add them again once, while on Dragon Riding.
From now on, the Dragon riding actions will be where you put them on Bar 8, when going into Dragon riding.
You will need to do it on every char, but it works, atleast for me.

I’ve always worked with Bartender 4 for setting up my action bars and I never looked back. 
I use ElvUI and I was going to turn it off with the action bar paging settings because it was driving me nuts when I landed and couldn’t use my normal Bar 1 buttons to attack without dismounting first. BUT, I like the convenience of the skyriding buttons. The way I got round it was to make a macro that is as simple as “/cast prowl” and stick it on the bar with the skyriding buttons. So now I land, hit the macro and it dismounts me, puts me in stealthed cat form, and brings up my normal action bars (paged for stealth).
