Maintenance almost always gets done far quicker in the EU, extended maintenance is very rare these days.
When you do get extended maintenance in the EU, it’s probably either hardware being installed/changed, or backend database changes where you need to do a bunch of verification, because losing or corrupting customer data is unacceptable.
Remember, Blizzard have to pay engineers to do maintenance. It’s in their interests to make it as quick and efficient as possible.

In US they spend all 8 hours. Besides it think same going to happend in EU, they have to fix the transfers from lemix to retail live.
Last time, they thought, they fixed it it required restarts for example to implement. Since it has been broken it properly require further testing and maintenance.
Read the maintenance announcement on your launcher. It says the servers for EU will remain offline till 11.00 server time. Server resets and maintenance on Wednesday has been on the EU for 20 years. This is nothing new.
