Is the server Transfer to living flame EU gone? Am i trapped on a dead server where everyone else but me moved? I can´t find Information to this

On char selection screen go to Shop>services>free char migration
Mhhh no Friend got the Error “Please select a different realm. The selected realm is not accepting character transfer at this time” and when he want to create a new char on living flame - horde characters are not possible due to population imbalance… -.- what a s***show
I have a horde char on Chaos bolt, but that server is dead and now i cant migrate my horde to LF (where i already have 5 hordes).
Makes no sense to me.
I can only migrate to either PVE server, or some RP server.
