If I have a character on Living Flame which is now locked, can I transfer there since I already have a character?

Or the condition that only players who already have a character there only applies to actually creating a character there?

No, there are no server transfer options for SOD at all. And especially not to a locked server. If any, it would be transfers away from the server - not to it!

Oh, I just saw the option to buy server transfers in the in-game shop so I assumed it applies to SOD as well.

Oh well.

The game client is Classic and the shop cannot be disabled for specific realm types like Season of Discovery.

It wasn’t either for SoM. I did suggest they include a disclaimer inside the game as well that you cannot buy and use a transfer for Seasonal realms, it is however stated on the site and BNET app that you can’t.
