Same issue here. When played before this prepatch I had zero these kind of problems and when played beta zero problems there either. Problems started after this prepatch came and good im not the only one. Seems to be ingame problem and I hope blizzard will fix this.
I’ve got the same issue too. It appears to be triggering the FPS protection feature and drastically reducing the quality of other player in game but I still have the stuttering too

Same Problem here. Stuttering happens especially when entering a new area and looking around. Also when a lot of players spawn in all at once.

Doesnt matter what graphics settings.
Disabling cacheless shaders significantly improved performance, someone from Blizzard really screwed this up.
For what it’s worth, I’m running on powerful hardware using an NVME drive. So if cacheless shaders doesn’t work on a machine like mine, who is it designed for?

Had no issues before prepatch, game was running well at around 60-80 fps with graphic settings on medium (5). Somtimes after some shadowlands prepatches there would be similar stutter fixed always by updating addons / deleting cache.
Tried setting GxAllowCachelessShaderMode 0 and it “slightly” improved it but its more or less the same…
Tried disabling, then removing addons, deleting cache, and eventually reinstalling whole game, its same issue.
Tried changing FPS settings, bringing graphics to low, setting directX 12,11 and vsync, no change whatsoever.
My gpu goes crazy with 100% usage and temperature rise like crazy…

Cant play the game like this,alot of stutering,fps drop and gpu usage.
So after playing the game for a bit the stuttering goes away it’s not that bad!
What about your GPU usage?
there is something very wrong with this game at the moment, i invite everyone to open the task manager before opening WoW, go into the performance tab in the task manager and select the tab with your GPU, make sure the usage is at 0% as it should be before opening wow, now keep the task manager running, open wow, and you will notice as soon as you enter in game the gpu usage goes to 100% immediately, even if you are in a location alone with no other players and no npcs, especially the 3d rendering usage goes to 100% as soon as you are in game, of course that leaves no room to load other assets when you meet lets say another player or a new npc that needs rendering , but since your render is already at 100% FOR NO REASON this will cause the stuttering and the massive frame drops.
They did patch something, but the issue is not fully resolved… i do not wanna play WoW like this. My graphics card, in no game, ever jumped to 100% usage except in the WoW prepatch.
