Shadowclaw Bugged?

Hello! I am currently trying to defeat Shadowclaw, but somehow i can’t attack him…
Is this a bug or does something need to happen beforehand?

I was thinking maybe the NPC (Orwell Stevenson) had to find him first. But then I realised when Orwell walked through Shadowclaw, that wasn’t that case.
Am i missing something?

Shadowclaw is a rare in darkshore, it spawns every 5-10 minutes.
