They could not delay until 2021 due to the fact that they said it would be this year and people bought the expansion on that basis. They would be over a legal barrel if they delayed it into 2021.

I highly doubt they did what needed to be done in just a few weeks of delay.
Probably Papa Kotick who wanted another bonus before the end of the year.
