Shadowlands pre-patch max. level without BfA

Hey folks sorry if this is not in the right topic.

I recruited a friend and now he only has an world of warcraft abo, he didn’t pre order shadowlands and he doesn’t own battle for azeroth.

Does anyone know what’s the max level he can reach during the pre patch and if he will be able to level through the battle for azeroth content once he made it through exiles reach?

It’s kind of confusing because now I think the max level for him would be 110 but with patch 9.0 which counts towards shadowlands for me I don’t know what to expect.
