To start off, I do not own Dragonflight and I do not plan on purchasing it any time soon because I am poor as hell XD. Since DF launched I am no longer able to access Shadowlands content in group finder. The only dungeons that are available are Battle for Azeroth Normal dungeons. The raid finder is disabled and says that it will become available once I reach max level? Is this a bug or is this intentional?

Try switching to SL with Chromie for dungeons. There are NPCs that allow you queue for old LFR in past expansions. There’s probably an NPC in Oribos that allows you to queue LFR.
