They never said he was not coming back. They said he might make a few cameos, but we won’t interact with him a lot because they don’t want to give him another major storyline.
I wish they would do something with Lord Krasus.
If Arthas isn’t here already i will be heavily disapointed.
Garithos, Daelin, Benedictus, Fandral, Ed van Cleef, Onyxia, Thermaplugg, Sorcerer-Thane Thaurissan… Some of the Alliance bad guys would be nice.

Garithos for sure - he never got mentioned in WoW despite being a large part of Frozen Throne - a missed opportunity for his troops joining/forming the Scarlets. Whatever you thought of him, he has major beef with Sylvanas after she promised he would have Capital City if they worked together, then promptly had him killed and took the city for herself. I imagine he’d be in Revendreth or Maldraxxus.
MU Gul’dan would be interesting as well. He was cut off in his prime and in some sense it would be nice to leave it at that as it is quite a satisfying conclusion to his tale (and better than the AU Gul’dan time flip teleporting into our reality), but I would also like to see his ongoing machinations. He seemed darker, subtler, more calculating than the cackling AU Gul’dan. I think he’d be in the Maw though, which doesn’t seem like it gives souls as much “freedom” as other zones.
Agamaggan. Because Cenarius seems to insta rezz every few years, but our great lord pigginess hasn’t returned in 10,000? What are you up to mate? The quilboar too much of an embarassment, or chilling with the night fae is too much fun?
