Multiplies the critical strike chance of your spells against frozen targets by 1.5, and adds an additional 50% critical strike chance.

What does this actually mean? 1.5 crit chance IS 50% additional 50% crit chance?

Does this mean - 50% flat crit chance, and an additional 50% on top of that, if they’re frozen? So… 2x current crit chance against anything Frozen?

If so, what is the crit chance Frost Mages need to achieve 100% crit against frozen targets?

It takes your current crit chance (with bonuses like from Tome of Rhonin taken into account), multiplies it by 1.5 and then adds 50% additional chance.
So to get 100% crit during shatter you would need 33.34% base chance: 33.34 * 1.5 = 50 + 50 = 100.
