why not ? give the few that can use sheilds a little bit of nice enchant options only available to them. make sheilds a little more enticing option. ( i am aware it already does by providing armor, but its often very irrelevant to non-tanks) using a two hander instead of off-hand/sheild is already so convenient that few bother to look for look any further once optained. to counter 2-handed not being viable cause it has one less enchant slot could be helped by going back to 2 hand specific enchants, or making default ones stronger on 2-handers.
