Shifting power?

Hey, I have a question about Shifting Power.

The talent tooltip for DF says “reduce the cooldown of Mage abilities by 12 seconds, over 4 seconds”.

Does this mean that after 4 seconds your cooldowns will have progressed by 12 seconds, or 16 seconds total?
Is this spell actually providing 12 additional seconds, or ‘converting’ the 4 seconds into 12?

12 additional seconds for a total of 16 seconds over the 4 second duration.

Snowdrift - replace by Deep Freeze…
