That argument would have stood up about 20 or even 10 years ago, but now, not really. Most people have access to very good internet.

Not to mention that CPU sometimes can lag too by too much data to work on.
From what i can see the average latency for most users in many countries is between 10 to 40 ms.
Obviously latency depends on distance also.
Just look up the global averages for speedtest.
The server too, I recall they reworked Holy priest mastery because the 1000s of little HoTs were lagging the servers!
