Like put point in new talent that while charging Divine Steed you are able to cast holy spells, but the duration is shortened, and also this talents uses the same cooldown that normal Divine Steed usage does?
They can heal while moving, holy shock/toll/wog/lod/prism are options, more if you have an enemy available (judgement, pew pew heal wings, aoe prism, etc).
Is that enough when the team is getting pounded?
It’s enough to be on par with other healers.
Its not often I feel the need to hardcast and its even more rare that I am not able to be stationary to do it.
I just consider the pulls that are coming and use my CDs accordingly (and liberally).
There also isn’t an insane amount of movement anywhere I can think of that my instants/normal healing wont be enough.
Edit: just to add to my responses, the vast majority of our healing is from instant cast abilities.
I’m not sure if this is for m+, raid or both but there are different builds you can try and good keybindings that are comfortable while moving can help.
Holy pala is a class that does rely a lot on its CDs so holding them is not always great, they should be used as often as possible (wings/toll/prism/LOH).
Hpal is maybe one of the best healer to heal while moving as you barely cast any spells at all. I might cast just a few spells during the whole dungeon run.
So yeah Hpal has some flaws but this isn’t one of them.

That only works as support role, with certain gear, with a team that knows how to avoid basic avoidable damage.
I haven’t tried support role, I prefer being fulltime healer.

I pugged all my keys all my way till 11, I haven’t tried +12 yet but trust me I played a lot with people not having a clue on using defensives, kicking or even avoiding abilities.
This isn’t rare I finish with 1M HPS Overall, this isn’t support role this is healer.
If you feel the need to cast a lot in Hpal you are doing something wrong (it is not easy to play and can be counterintuitive) or playing the casting build.
The only moment you cast and the only spell you cast is holy light with the proc from holy shock and prism.

Holy shock, judgement, prism, toll, WoG/EF and LoD are all instant heals/absorb. LoH can also be used in a pinch.
Your build will affect how much you are using other melee abilities (CS is used in relevant builds for at hopo generation and CDR, for avenging crusade its healing also. HoW if veneration and for hopo).
Beacons are also there for heal transfer.
And there is more things through hero talents.
This spec has been using damage spells in its healing toolkit/rotation for quite a few expansions now (at least for its more competative/effective builds).
You may have to be more specific about what content you are playing and at what level.
