Shroud Of Resolve Stuck At Rank 10

Hi all.

I love doing legacy content, and currently doing horrific visions. I have my legendary cloak to level 10, but there is no longer a quest, as there was before, to get items in visions to upgrade to 11 and on. Wrathion is there, but no quest. I waited until after the weekly reset to see if that worked, it didn’t. I have completed the Nazjatar campaign, still no good.
I have looked everywhere, there is nothing stated that something needs to be done before upgrading to 11, nor that 10 is now the cap. I have tried a full clear, nothing triggered, and if there is some vague quest that needs to be done, I have no idea what it is, nothing is mentioned anywhere.

So how can I continue upgrading the cloak?

Have you used the last upgrade item you got or do you have one in your bags? Also did you get rank 10 before the last patch?

I used it as I used all the others before. Every time a new quest was there, when I handed in the pages for rank 10, I received the core, which I immediately used, but this time no new quest.

I did this before the latest patch, I have checked and ruin visions after the patch, nothing, no quest, no clue, nothing.

So yes used, no not in bags or bank and yes before patch.
