In Norhrend Dalaran there is a freely accessible auctioneer in the PvP vendor areas! I only discovered this now because I went there to buy transmog appearances. - For how long has this been the case?
Also, is it new that you can buy Northrend armor set appearances for little gold there? Part of the latest changes to the transmog system?
Those items are epics that originally were bought for emblems in Wrath. TBC also had this with badges in Shattrath (from Geras and a second vendor next to the Queldanas portal), and you can also buy Valor/Justice gear in Org/SW that was, again, catchup/bad luck protection loot in cata.
That said, there are white gear vendors (I think for hanboks), so it’s worth looking around.

There is still gear offered for tokens, and some other stuff for ~100G a piece. Was that maybe formerly PvP rank gated stuff?
You can buy pieces that were sold for a now non existing currency with gold from so called Legacy Justice Quartermasters. It’s the only way to complete at least some Cata raid sets for sure.
That would be a good reason to tell engineers that it’s no big deal then, if it happened only after the expac content wasn’t latest anymore.
But this would also mean they have always been there based on my own game activity (no WOTLK phase) and I never realized. But I seem to remember visiting those rooms and not seeing an auctioneer.
This is one of the 2 Alliance Auctioneers added to Shattrath City with patch 4.03a (when the portals were removed). Can be found in the Aldor bank, on the right side, as you enter. The other is Kalaren, who can be found in the Scryer bank.
