It’s only for Spellbreaker guard NPCs In Eversong Woods sadly. Maybe some day they will release those race themed weapons and shields to players.

The closest we ever got to a Blood Elf-themed shield was the shield from Sun Well (Sword Breaker’s Bulwark). And that wasn’t even close.
I think many hoped for a shield to be part of the Heritage Armour for BE’s, but that dream went down the drain as well.
