Skill proc glowing border inconsistency

The glowing border around a procced skill isn’t showing when it should. To reproduce:

  1. Put “Death Strike” on an always visible action bar.
  2. Put “Death Strike” on an action bar only shown during combat.
  3. Kill a mob to get the skill to proc and have a glowing border.
  4. End combat while “Death Strike” is still procced.
  5. Open spell book to force the combat-only bar to show (several times if needed). “Death Strike” on combat-only bar will have no glowing border while the same skill on other bar will have glowing border.
