Skills Disappearing from Action Bar After Exiting Game While Mounted

Issue description:
When the character is mounted on a sky riding capable mount and the game is exited using the “Exit Game” option (instead of logging out, which would dismount the character), upon the next login, all skills placed on the action bar disappear, leaving the action bar completely empty.

Steps to reproduce:

1. Mount a sky riding capable mount.
2. Use the “Exit Game” option to leave the game (do not log out).
3. Log back into the game.

Expected Result:
The skills should remain on the action bar as they were before exiting the game.

Actual Result:
All skills on the action bar are gone, leaving the action bar empty.

for me it been removed even while not on mount, it didnt happen until i reached level 70 with my hunter,
btw i can see you are a fellow QA, good to find one
